Based on the analysis from a historical institutionalist approach focused on the actors, various institutional characteristics that make up labor migration systems, as well as the various actors that play a crucial role in their creation can be observed. Thus, the study contributes to a greater understanding of two of the most important migrant worker receiving countries on the planet, and whose approach to this phenomenon exemplifies the current circumstances that many migrant workers live around the world.
