“La primera ley de Kranzberg es que “la tecnología no es buena ni mala, pero tampoco es neutra” (1986: 545). Esta ley ha sido muy estimulante para muchos teóricos de los medios, a partir de dos interpretaciones principales: la primera sería que el valor moral de la tecnología depende de su uso, y por lo tanto puede ser utilizada para bien o para mal. La segunda, y más interesante para esta investigación, es que la tecnología en su construcción posee características humanas y por lo tanto sociales, en procesos técnicos y supuestamente racionales. Esta segunda premisa es explorada y defendida desde trabajos clásicos como Ciencia y técnica como “ideología” de Jürgen Habermas, donde escribe que “lo mismo antes que ahora son los intereses sociales los que determinan la dirección, las funciones y la velocidad del proceso técnico” (2007: 87), y posteriormente argumenta que la ciencia y la tecnología, en su estrecha relación con el poder y la economía pueden convertirse en ideologías que legitiman y perpetúan sistemas de dominación. Sostiene que el enfoque instrumental de la ciencia, es decir, su utilización como un medio para alcanzar fines predeterminados, puede llevar a una heteronomía del mundo de la vida cotidiana, en el cual las decisiones y la autonomía de los individuos se ven disminuidas frente a procesos tecnificados. Pero también existen estudios recientes de tecnologías digitales que señalan la presencia de ideologías, como el libro Armas de destrucción matemática (2017) escrito por la matemática Cathy O’Neil, en donde presenta varios casos en los que algoritmos discriminan a ciertos grupos humanos; por ejemplo, un programa de calificación crediticia el cual “afecta de forma desproporcionada a los candidatos de renta baja y a los candidatos de color” (O’Neil, 2017: 120)”.

Multicriteria assessment of alternative cropping systems at farm level. A case with maize on family farms of South East Asia

CONTEXT: Integration of farms into markets with adoption of maize as a cash crop can significantly increase income of farms of the developing world. However, in some cases, the income generated may still be very low and maize production may also have strong negative environmental and social impacts. OBJECTIVE: Maize production in northern Laos is taken as a case to study how far can farms' performance be improved with improved crop management of maize with the following changes at field level: good timing and optimal soil preparation and sowing, allowing optimal crop establishment and low weed infestation. METHODS: We compared different farm types' performance on locally relevant criteria and indicators embodying the three pillars of sustainability (environmental, economic and social). An integrated assessment approach was combined with direct measurement of indicators in farmers' fields to assess eleven criteria of local farm sustainability. A bio-economic farm model was used for scenario assessment in which changes in crop management and the economic environment of farms were compared to present situation. The farm model was based on mathematical programming maximizing income under constraints related to i) household composition, initial cash and rice stocks and land type, and ii) seasonal balances of cash, labour and food. The crop management scenarios were built based on a diagnosis of the causes of variations in the agronomic and environmental performances of cropping systems, carried out in farmers' fields. RESULTS AND CONCLUSIONS: Our study showed that moderate changes in crop management on maize would improve substantially farm performance on 4 to 6 criteria out of the 11 assessed, depending on farm types. The improved crop management of maize had a high economic attractiveness for every farm type simulated (low, medium and high resource endowed farms) even at simulated production costs more than doubling current costs of farmers' practices. However, while an improvement of the systems performance was attained in terms of agricultural productivity, income generation, work and ease of work, herbicide leaching, improved soil quality and nitrogen balance, trade-offs were identified with other indicators such as erosion control and cash outflow needed at the beginning of the cropping season. SIGNIFICANCE: Using farm modelling for multicriteria assessment of current and improved maize cropping systems for contrasted farm types helped capture main opportunities and constraints on local farm sustainability, and assess the trade-offs that new options at field level may generate at farm level.

Sustainability evaluation of contrasting milpa systems in the Yucatán Peninsula, Mexico

The milpa agroecosystem is an intercropping of maize, beans, squash and other crops, developed in Mesoamerica, and its adoption is widely variable across climates and regions. An example of particular interest is the Yucatan Peninsula in Mexico, which holds highly diverse milpas, drawing on ancestral Mayan knowledge. Traditional milpas have been described as sustainable resource management models, based on long rotations within a slash-and-burn cycle in forest areas. Nevertheless, due to modernization and intensification processes, new variants of the approach have appeared. The objective of this study was to evaluate the sustainability of three milpa systems (traditional, continuous, and mechanized) in four case studies across the Peninsula, with emphasis on food self-sufficiency, social inclusion and adoption of innovations promoted by a development project. The Framework for the Evaluation of Agroecosystems using Indicators (MESMIS, for its Spanish acronym) was used for its flexible, participatory approach. A common group of indicators was developed despite regional differences between study cases, with a high level of farmer participation throughout the iterative process. The results show lower crop yields in traditional systems, but with lower inputs costs and pesticide use. In contrast, continuous milpas had higher value in terms of crop diversity, food security, social inclusion, and innovation adoption. Mechanized milpas had lower weed control costs. Profitability of cash crops and the proportion of forest were high in all systems. Highly adopted innovations across milpa types and study cases included spatial crop arrangement and the use of residues as mulches. However, most innovations are not adapted to local conditions, and do not address climate change. Further, women and youth participation is low, especially in traditional systems.

Los objetivos generales del proyecto fueron: 1) Determinar el origen de la contaminación en pozos del ramal Mixquic-Santa Catarina; 2) Proponer el diseño de pozos que favorezcan extraer agua de mejor calidad en los ramales Tláhuac (Nezahualcóyotl) y Mixquic Santa Catarina; 3) Seleccionar el tren de tratamiento más adecuado para la remoción de contaminantes, con el fin de entregar agua potable en los puntos denominados, Hospital psiquiátrico y Viveros-Cuenca Lechera, Ciudad de México; 4) Desarrollar las ingenierías básicas o de proceso y las ingenierías de detalle para la construcción de una planta potabilizadora de 5l/s, para distribuir agua en el punto de entrega Hospital Psiquiátrico, y otro de 20 l/s para Viveros-Cuenca lechera.
